A positive inspection outcome recognising the impact of our learners, apprentices, staff, employers and wider community
Protocol Consultancy Services is proud to share the outcome of its recent Ofsted inspection, which recognised strong standards across much of our provision and an exceptional standard for the participation and development of young people.
The inspection provides valuable independent recognition of the commitment, care and expertise demonstrated across Protocol. It reflects the progress made by our learners and apprentices and the work of our staff, employers, governors and partners in creating opportunities for people to develop the skills, confidence and behaviours they need for their futures.
Strong standards across our provision
Ofsted recognised a Strong Standard for Inclusion and a Strong Standard for Leadership and Governance.
The inspection highlighted the highly inclusive culture created by our leaders and the effective support provided to learners and apprentices who face barriers to learning or wellbeing. Barriers are identified promptly and support is carefully tailored to individual needs. This includes support for learners with special educational needs and/or disabilities as well as practical assistance such as help with travel costs, free meals and work clothing.
Our approach is closely monitored. Leaders review support each month and work with staff to assess its effectiveness and make adjustments where necessary. This helps ensure that barriers are reduced or removed so that learners and apprentices can continue to make progress.
Ofsted also recognised the strength of our leadership and governance. Leaders have a comprehensive understanding of the organisation’s strengths and areas for development and use regular performance information to identify where action is required.
Our governors bring expertise from their respective fields and provide constructive challenge and support. Staff wellbeing is also prioritised with regular line management discussions and training that supports their mental health and professional development.
Exceptional participation and development for young people
One of the most significant findings from the inspection was an Exceptional Standard for Participation and Development within our education programmes for young people.
Ofsted recognised the exceptionally high expectations we set for attendance, participation and behaviour. This is particularly significant given that many of our young learners begin their programmes with low starting points and a history of poor attendance at school or college.
Our tailored approach to identifying and overcoming barriers helps learners develop strong habits of attendance, reliability and commitment. These are qualities that can make a lasting difference as young people progress towards employment and further learning.
The inspection also recognised the extensive opportunities provided for personal development. Learners develop attributes including integrity, commitment, loyalty, truthfulness, enthusiasm and reliability. They also take part in charitable and community activities that help them understand the value of contributing to their communities.
British values and cultural diversity are embedded throughout the learner experience. Young people are supported to understand these values and apply them in their education, work experience and personal lives.
Supporting learners to achieve their next step
Ofsted awarded a Strong Standard for Achievement for our young people.
Most learners complete their studies and the proportion completing has increased each year over the past three years. Learners make sustained and significant progress during their programmes with the quality of their work improving rapidly.
The inspection identified clear development in practical skills, knowledge and behaviours. Learners strengthen their communication, mathematical and presentation skills while also becoming more confident and self-disciplined.
Work experience plays an important role in this journey. Many learners complete substantial work experience in an area that interests them before progressing to positive destinations. Many secure paid employment or apprenticeships after completing their studies.
This progression is at the heart of what we aim to achieve: helping people develop the confidence and capabilities to take their next step.
Strong outcomes for apprentices
Our apprenticeship provision was also recognised positively by Ofsted.
Apprenticeship Achievement was judged to be at a Strong Standard, with a high proportion of apprentices completing their studies and most achieving a distinction in their final tests.
Apprentices make substantial progress from their starting points and develop knowledge, skills and behaviours that they confidently apply within their workplaces. Business administration apprentices, for example, apply project management techniques, digital presentation skills and professional communication to contribute effectively to business operations.
Ofsted also recognised the high standard of apprentices’ work and the way assignments and presentations require them to apply theoretical concepts in practical and professional contexts.
The vast majority of apprentices progress into sustained employment, take on increased responsibility or gain promotion. This includes progression into senior administrative and property management roles.
Connecting learning with the workplace
Our strong apprenticeship curriculum and teaching judgement reflects the close relationship between education and employment that sits at the centre of our delivery.
Ofsted recognised the effectiveness of our quality assurance processes and the way leaders use evidence to continually refine the curriculum and respond to the evolving needs of employers.
Training advisers use a range of teaching approaches to break down complex subjects, demonstrate best practice and give apprentices opportunities to practise and develop their skills. Assessment and constructive feedback help apprentices understand their progress and identify how they can improve.
Employers are active partners in this process. Workplace mentors receive coaching and mentoring training and work closely with training advisers to strengthen the connection between on-the-job and off-the-job learning. Regular workplace visits also help ensure that training remains aligned with organisational priorities.
A positive experience for learners and apprentices
Behind the grades are the experiences of the people who study with us.
Ofsted found that young learners and apprentices feel happy with the education and training they receive. Learners described a positive culture in which they feel valued and supported by staff and peers.
The inspection also highlighted the safe and welcoming environment created by our team. Bullying, harassment and derogatory language are not tolerated and learners and apprentices understand the importance of respectful behaviour.
For those facing barriers to learning or wellbeing, support is identified quickly, implemented effectively and monitored closely. This personalised approach enables learners and apprentices to overcome challenges and continue progressing.
